How Can Third-Country Nationals Obtain a French Health Pass

Since August 9, 2021, a health pass has been mandatory in France in order for nationals of the country and tourists to be able to access certain events and places.

Nonetheless, since France only recognises COVID-19 passes that have been issued by the EU Member States and several other countries that have already been officially connected to the EU Digital COVID-19 Certificate, travellers reaching France from the majority of third countries need to convert their vaccination certificates into the French Health Pass.

“To allow non-European Union nationals visiting France to use their vaccination to access events and places where the health pass is mandatory, pharmacists can now issue a vaccine equivalency health pass,” the French authorities explained.

Non-European nationals who wish to obtain the French Health Pass need to present their passport as well as the original vaccination certificate, which should be submitted in paper format, reports.

Moreover, the vaccination certificate must include detailed information on the holder, including last and first name, date of birth, the name of the vaccine, the vaccination date, batch number, the number of administered doses, and the issuing country.

Apart from the requirements mentioned above, for third-country nationals to be eligible to convert their COVID-19 Pass, it is required that their existing vaccination certificate indicates that they have been fully immunised against the virus with one of the vaccines accepted in France.

Non-EU nationals who have been fully immunised with Pfizer/BioNTech, Moderna, Janssen, and AstraZeneca have a complete vaccine schedule and may immediately convert their pass without having to receive another dose.

On the other hand, those who have not been vaccinated with one of the four aforementioned vaccines need to meet special requirements.

Persons vaccinated with Covishield need to take another dose of an EMA-approved vaccine to be able to obtain the health pass. Similarly, those vaccinated with Covaxin, Sinopharm, and Sinopharm need to meet additional requirements.

As soon as the applicants meet all the set requirements, the French Health Pass can be obtained directly in different pharmacies throughout France. However, foreigners need to pay €36 to convert their pass.

The health pass can also be obtained by those who have recovered from the virus and those who hold a negative test result that has been taken recently.

After the health pass is issued, the document can be stored indefinitely in the TousAntiCovid app and be presented digitally in places and events that allow access only to persons who have been vaccinated, recovered, or tested negative.

“Once the app is downloaded, the QR code needs to be scanned with the app to import it in the app. It is also possible to take a picture of the vaccine equivalency health pass issued by the pharmacist to keep a digital copy,” the authorities noted.
